This is one question that has racked my brain pondering this question. But in a LBGT couple WHO does the proposing?
According to many of the same-sex couples that I have had the honor of pronouncing "partners for life" when inquiring about their love story, the one that usually wants to get married does the proposing. Therefore, there is not a hard set rule.
Most people would think in the case of a lesbian couple the more "butch" bride would do the proposing. But that is not the case either. Sometimes both brides will go ring shopping and propose to each other at the same time. They apply to gay couples too.
So stop pondering the question because you now have the answer!
